Electronic Monitoring: Shackle on the Movement for Decarceration?

Here is my broad stroke analysis of electronic monitoring, aka ankle shackles, and the future of mass incarceration. Are we heading for a shift of the site and burdens of mass incarceration from state-run and -financed facilities, to low income communities of color? What will this technology look like in ten years? Who is planning to make money out of it? Will this provide the opportunity to widen the net of incarceration rather than facilitate decarceration? Time to think faster than the profiteers to about this issue.
